Nuance

ましょうか is softer than ましょう because it asks for the other person's opinion. When someone offers to help, reply with ありがとうございます。おねがいします or いいえ、だいじょうぶです, not with ましょう. ましょうか is for things you will do; to ask someone else to do something, use てください or ませんか.

Compared with

ましょう is a direct "Let's ...!"; ましょうか asks "Shall we ...?" and leaves room for the other person to decide.

ませんか invites the listener to join you ("Won't you ...?"). ましょうか can also offer to do something for them.
